NC TOPPS
The LME is responsible for ensuring that all provider agencies of publicly-funded mental health and substance abuse services within the local catchment area meet NC-TOPPS requirements. The provider agency that represents the consumer’s clinical home (either the agency completing and monitoring the implementation of the PCP or the agency that provides the consumer’s primary MH/SA services) is responsible for completing the NC-TOPPS. Failure of a provider to complete the NCTOPPS as required may result in the withholding of payments and/or referrals.
